Linked photos open in IE not in default photo viewer

With XP photo linked in Access would open from Access in my default photo viewer. With Win 7 they only open in EI. How do I fix Access in Win 7 so the links open in my default photo viewer like they did in XP?

Type Default in the Search programs and files box of Windows 7 and then select Set your default programs.

The default software to open jpg files is already set to my favorite photo viewer in Win 7. Win 7 ignores the default if the file is clicked in Access. Jpg files linked in Access tables with the Win 7 operating system do not open in the default viewer they open in EI only.

It seems to be a problem with Access but I can not find a 'preferences' in Access to change it.

Yes, I have Office Professional Edition 2003.

Since the links open correctly with the XP OS the problem must be with Win 7. I'm using IE9. For some reason the default software to view jpg files is being ignored when it is a link in Access. The jpg opens in IE.
