Limit Sharepoint List Entries By Column

Always me with the weird stuff.

Anyway, short of it, I want folks to input information into a list and one column will be a choice and options are A, B, C and D.
I want to limit A to 16 results, soif person 17 tries to select A, it will error. A error witha message would be cool, but only extra.
    B only gets 16 selections…. C D etc etc etc.
    Thoughts?

Not much info there. Selection is on an Access form via a combobox? The list values already chosen are in an Access table?
EDIT - would it not make more sense to only present the options that fit rather than force someone to fail 3 times? Or even to find out that after 4 tries there are no values left to be chosen?
    - "doesn't work" doesn't help. Implement changes in copies of your database.
