AFAIK there's no such thing. Anything you want to do development wise is accessed from the appropriate ribbon tab. E.G. create a form - Create tab, then choose what to create.
The more we hear silence, the more we begin to think about our value in this universe.

O ok I could have sworn it was there in early versions.
Exists in some other Office apps even to this day, but I've been working in Access since version 2.0 and can't recall there ever was one. That doesn't mean that I'm correct when going back that far, but I still use Office XP version of Access (2002?) sometimes and it's not there either. Maybe you're thinking of some other Office product.
I've still have A2000 and A97 installed (on different confusers) as well as A2010 and A2016 (at work) and none have a Developer tab.
Excel does have a Developer tab - it is normally hidden and must be unhidden (but I don't remember how...). Maybe that is what you are thinking of?
It is in Excel. To make it part of the ribbon, File-->Options-->Customize Ribbon
