Add Text to chart when data = 0

The chart generated from a query contains data for both temperature and flow over time. Occationally the data shows zero for n records. Time and zero data are still recorded.
I need to place either a marker of some text over the zero data area on the chart stating "Communications Failure" as this is the reason for lost data.
Any ideas to ackomplish this would be very much appreciated.

I never use charts. So this is just a guess; in a report one would put a label with the text that you want - and have it be not visible; and then in the 'onformat' event you would use an if/then on that value to toggle it to visible or not.
