I followed the instructions from Microsoft Article above exactly but access will now show this ribbon. I am using Access 2016. Any ideas what could be wrong?

I find it helpful to create a form for USysRibbons to make it easier to view and edit the XML.
When you go to File>Options>Current Database>Ribbon and Toolbar Options
Does the dropdown show any ribbons names?
Database3.accdbDon't know the problem. Here's a db with that ribbon that shows up.
It seems like it doesn't like the tabSet idMso line
I removed that from mine and it worked and even if I copy yours into mine it shows that Start Tab but not the Contextual tab which appears when I run yours.
Every time you make a change to the xml, do a compact repair before you test it. I find that it sometimes ignores changes until then.
