I may be completely misunderstanding this but the way I understand it, is that with the new Centennial Bridge that MS is currently developing, that it may be possible to create an Access Application and have it so can be downloaded form the Store and run in its own container. https://devpreviewsignup.windows.com/

Access probably not included in this but appears that Excel is from what I understand.
