This is what the form need to look like, I have worked in Access before, but its some time ago.

Box 1 is for choosing the pallet number you want a report of.
Box 2 is for making new pallet number. by choosing a location it created a new pallet number. location 1(Building 1) it makes first 101 then 101, and if you make a new pallet in location 2 (Building 2)it makes number 201, 202 and so on.
    Box 3
    Box 4
Menu with 3 buttons, 1 links to box 1(print report), 2 links to box 6 (Pallet, items fillout), 3 exit.
Box 5 for making a new item with item type, and name. (example type Cisco Switch, item name Catalyst 3750-24p-v2)
Box 6 Fill in item for a pallet.1 choose pallet, 2 (auto fill) location based on pallet number 2xx, going to building 2, 3 Item serial number, 4 Item Weight in Kg, 5 other item info.

This seems very busy. Usu. you have 1 box with existing pallets. Then a button to create new records.
Why do you need another combo box to create new pallet that does not exist?
