you get what you pay for. The pdf writer that comes with windows is at the lower end of quality - circa 120dpi
you could try one of the free or cheap pdf printers which can generate better control
or go for the full adobe package which will do print ready pdf suitable for printing - I generate a sales catalogue for a client out of access - lots of lines, shading and images which will print to 600dpi or better, they can just send the file to the printer to print on their machinery, bind etc.
You may also find that the issue is as much to do with screen rendering as anything else - print to a printer and see what the hard copy looks like - even with adobe at 600dpi, looking on the screen will show the occasional thicker line (such as borders) which is not there when actually printed.
