    Deployment issues

The current database installation that I am working with has a user called database and is assigned to a group using Windows 8.1 running Access 2013.
Unfortunately the database was not split and placed in a shared folder for the database user. I received a call the system quit working and recently noticed an employee

moved the database file to a new location. currently they all drop a shortcut on their desktop.

I have asked the owner to remove administrative access to all user account but will this prevent a user from throwing out the accdb file located in the shared folder for the database user?
If I split the database how do you handle installation?

split the database , using the database tools, ACCESS DATABASE icon. (it used to say split but now it dont)

remove the front End and send to ALL users. They each get one for their own PC. but the backend stays on the network folder.
