2. identify data entities and relationships that fit your business model

3. build ERD, post it for analysis

4. study template databases offered by MS and provided with Access

Take June's advice and also, try to stay focused on the data tables in the beginning. Trying to create forms in the early stages of development is a bad idea, in my opinion. Forms are part of the application and tables are for managing the data. If the data is not managed or "Normalized", there is not any point to create a form or an application to interface with the data.
