Trying to write a query to see if at least 75% of students will read on grade level

Trying to write a query to see if at least 75% of students will read on grade level by the end of the year - measurement tools are test scores, lesson plans and teacher surveys. The database is well built with queries and tables, but I just don't know where to start. Any ideas? Thanks

What determines if a student can read "on grade level"?
How do you plan on forecasting to" the end of the year"?
