I am in design view. I noticed that when I select some fields, the corresponding label is also selected. But for some fields, when I select them, the label is not selected. Why is this?

Labels can be associated or not associated with a data control (textbox, combobox, subform/subreport, etc). Data controls are created with a label by default. Can delete the associated label. Labels can be created independently.
