Report print two records per page

I am designing a report for transportation vouchers, and I need two to print per page. Each voucher is the size of a half page. When I print, it prints the same voucher twice, not two different vouchers. All the fields are set up in the detail section. Each voucher has a separate number.
I saw somewhere about changing section height in the detail section, but it will not let me change this. Any ideas?
So when we print say 12 vouchers, we only want each one to print once. There should be 6 pieces of paper with two vouchers printed on each.

Delete the second set of controls and size the detail section accordingly. If the size is right, it will print two per page.
