Access Report - Two One-Many relationships

I have a report where I want to represent two One-To-Many relationships. The issue becomes that the first relationship gets displayed properly, but when I add in the second one-to-many it branches off the first one, creating duplicates. I attempted to hide the duplicates but am left with a bunch of white space since the data technically exists but is not being shown.

Do I have any options here?

NOTE: The one in the one-to-many is the same for both relationships.

If Sorting and Grouping features don't resolve, use subreports.
How to attach file: http://www.accessforums.net/showthread.php?t=70301 To provide db: copy, remove confidential data, run compact & repair, zip w/Windows Compression.

Can you post a copy of the database with instructions for the report(s) you need?
    Remove anything personal/confidential before posting.

I'll need more time to get a version I can share, but this is the table relationship. Issue Header is the main table (the one) and I have several records for the Notes table as well as the Line Item Detail table that match a single Issue Header entry.

I'm not following the requirement based on the graphic.

I see Issue, Item, Customer, Cup, PO, Sales Order Header, Compliance, Root Cause Cat which kinda indicates a possible Normalization issue.

Perhaps some sample records would help clarify things.
Is this basically a Problems/Issues database??

I am away from my PC now. But I need to display an Issue with multiple notes as well as multiple part numbers from line item table. This results in dupes in report when I group them.

Please reply to this thread with any new information or opinions.
