It's under the user control panel, so I don't think you can get to another users version.

It's rendered server-side, I can't modify the cookie, so I'm left with only my own stats, can't see other member's stats. Didn't test it thoroughly though.
Having no notifications anymore, I can either click with the mouse wheel on the notifications button (not on the dropdown menu) or right-click and choose open in new tab to open it. It's a design flaw not being able to just click and get there.

If you click on Settings, rep comments should be in the second space for records. The first is "subscribed threads with new posts"
I was hoping someone would ask before me - why would anyone want to look at someone else's rep comments or other details?

I have never scrolled that far down, I just visit the page when I get the odd notification. and that is always at the top.
I can see now that I did leave a reputation comment for that particular member after all.

Thanks to your thread, I finally figured out how to get there without getting a notification in the forum itself. When I followed the notification link then backed out, clicking on user name OR clicking on My Profile took me to similar views but no link to notifications. Clicking on Notifications itself was no good once they've been read. Never thought to look under Settings (because it's not) so eventually I made a shortcut to the page. Don't need it now I guess.
