New page with field value change

I have looked in the archives but have not found an exact match for this situation. I have a report that only has a detail section (load weight ticket for rock trucks). It has multiple fields it prints and is arrainged so that 3 records fit on one page. The owner of the company would like to start a new page each time there is a new customer (SoldTo field). I have tried numerous ways using the sort and grouping from the report options, and also tried in the detail properties setting the "Force New Page" property to different settings with no desired result. It will have a page with only 1 record for a previous customer at the top, but the next customer on deck would only have 2 records and it would add it to the same page since there was room. Had it bee 3 records, it would only then start a new page since it would not fit on the previous page.

What am I missing here? I am using Access 2007, and I never had any issues with this on older versions?

Did you try Grouping on SoldTo and ForceNewPage AfterSection on group footer?

I just tried that, and I only get 1 record per page now.

On further review, I found one setting from a previous try I had not set back, once I did that, your suggestion worked perfectly. Thank you!
