No fix that I am aware of for later versions of Access on Windows 10. Apparently you'd get back the 'normal' border in Windows 7 with 2010 or with earlier versions than 2010 in W10. I've seen a web page for a custom control to add (not so good looking) border frames but I'd stay away from a custom control unless you're the only one who'd be using it. BTW, your info says you are using W10 and A2003, not 2010?

You can imitate it with certain forms to include a box control which resizes as the form is resized, you can also use mouse events to mimic resizing functionality and moving the form around, but it is a lot of work
However does require a single form without headers/footers and won’t work for things like quotes
