What is the access file extension? AFAIK you should be able to open it as long as the extension is not accde, mde, ade or is a runtime file. I also believe that there is no compelling reason to convert it as long as you can open it in 64 bit version.

Then I guess you'll need to explain what "not working" means, because as I've mentioned, as far as I know, you should be able to open it. If you cannot, then the error message might provide more clues as to the reason.
When opened, the conversion would then be done by Access itself. I know of no other utility to convert an Access file other type of Access file than Access itself - same as you would expect to convert Word files with Word, etc. If you find a utility, I imagine others here would like to know about it, but I don't see why anyone would create one when the native program should do it.

If your application contains API declarations, those will need to be converted to run in 64-bit Access.
If so you will get a message at start up stating that your project needs to be converted for use in 64-bit Access.
Otherwise the only other possible issues are if you have one of the following
1. certain ActiveX controls (such as Flexgrid or Treeview)
2. use certain outdated reference libraries
3. have ACCDE/MDE files
