Scrollbar always visible in memo text box on form

Hello. Currently, the (vertical) scrollbar is visible in a textbox when I'm typing in it, but it goes away after it loses focus. Is there any way I can make the scrollbars appear permanently so the user knows there is more text? This seems like the only issue I haven't been able to find a solution to, and it seems like such a simple problem.

Yes it is a simple problem and surprisingly difficult to solve.

If you have a single form, my solution in post #5 works well. If it's a continuous form, use the version by MajP in post #29
