You want know if the value in one record is equal to the value in another record? Excel and Access are very different apps. Forget Excel concepts when working with relational database. Records in database table do not have defined order as rows in Excel. This sort of comparison requires a nested SQL or DLookup domain aggregate function.
Or do you want to carry forward the value to a new record?This requires code - macro or VBA.

Btw, in Excel such formula in cell A2 returns an error (Circular reference!), and False/0.
