Filter Customer Phone

Hello! My first post here, I need some help.
I have a customer database that includes a customer phone field. I want to find a way to capture the phone number of a caller and input it to the database.
Essentially, when someone calls, I want to get the customer tab with all their details based on the phone number automatically, without inputting the phone number.


I don't know which solution is better suited for a Microsoft Access database, getting a VOIP phone, some certain VOIP software, or something else?

I have to do this same thing coming up here in a few month. I plan to use microsoft.net framework with RingCentral.
