I feel dumb. Using a query and sorting it was so much easier than what I was trying to do.

Regarding notes table, since the notes can be very specific to the item would that justify a table?

That depends on how you want the dB to work.
If one location have more than 1 note, then you probably should have a table. I can't say because I don't know how/what the dB is for.
Instead of a text type field, you could have a memo type field that will store large chunks of data.
