Watermark to appear on the first page of a record in a report.

Is there a way for a watermark to appear on the first page of a record in a report rather than just the first page of the report or all pages of the report if all records are selected? For example, I have a report that pulls up the details of a number of individuals, sometimes the information on an individual only fills one page and other times the info fills two pages. I want to be able to print the first page for an individual with the watermark and if it takes two pages to show the info, then have the second page blank. I don’t want to have to print each report record individually. Alternatively, if there is a way to say each record is to be considered as two pages even if there is only one and then print back to back on letterhead.

On the section of the report containing the watermark's OnFormat event (probably the detail section's), hide the watermark on desired pages.
