LACCDB file won't delete

I have a db I open in Access2016.
The lock file (laccdb) will NOT delete.
Nobody is in the db.
I exit access and it still remains
I cannot delete it. I have admin rights
The system admin cannot delete it.

I cannot make changes to the forms until this sucker is gone.
Ideas?

Options I have used:

A) Open Windows Task Manager. Check to see if there is an Access process is running. If yes, end the process. Then delete the .laccdb file.

or

B) Shut down the computer. Restart. Delete the .laccdb file.

I have had to use those same two exact methods that Steve describes also.
It can be a real pain when the file is on a server (not always the most convenient thing to have to re-boot a server!).

I don't think I can convince them to shut the server down.

I have a utility called Unlocker (available free on net). Use it for just such issues on my PC. Don't have experience with it in network environment.
