I tried without avail. Then I realized the Sub Report is in the Report Header section.
I changed it to be Private Sub ReportHeader.... But I think the issue is that I have 2 page breaks in there also. So it might be a moot point.

I am not sure I understand your post. If you seek to make not visible a subreport when it has no data - one can use the Has Data method in the On Format section of the report that contains the sub report. Caution: it will stay in that state so you also have to have the inverse logic to make it visible preceding the check for Has Data.
If instead you wish to make not visible the main report itself - which is what your post states - then that would be an action that occurs in the form - but I'm not sure if that is what you seek.
The subreport I am speaking of in the photo in the original post is the one with "Horse Blanket Change Summary" If I want this to disappear, I have to do it in level 3 Rollup, and not the HB Rollup report?
Main report = HB Rollup
Sub report = Level 3 Rollup
