Options in 'Arrange' tab greyed out

I'm not sure if it is because I have messed up some settings.



1) Many options in the arrange tab are greyed out
2) Earlier, when I used to resize a control, all the controls would resize, but this is not happening now
3) I am not able to see the four-cornered arrow at the top left of my layout

PS: I created the form using the form wizard

All three, seem to work after I selected a group of controls and assigned a particular layout to them.

The form wizard also inserts the controls in a particular layout. Then why did't the controls behave that way earlier.
