How to bulk import into a relational database?

I've been having some problems bulk importing data into a relational (3rd NF) database.

The issue is that often I'm not dealing with names, more so numbers, and how they relate to fields in lookup tables. First I copied the numbers down into excel and copy/pasted them over. That took forever. Then I started putting names in excel and imported that information into a new table in access. At which point I built a query and created relationships between this new temporary table, and whatever other table it relates to. Then, I copy/pasted them into the respective table.

...There has to be an easier way. Ideally, I would like to build a way for others to bulk import, and not just me because most the users don't have a clue what a database is.
