Pivot Chart Filter Works intermittently in Report View **Pictures included**

I have an issue where my Pivot charts inserted into Reports, and the Filters work sometimes and other times it just gives me a blank box. How can I resolve this issue. Below when I click on the filter on the Pivot chart the Last Names should be listed.

I've never utilized pivot tables/charts. Although I have played with some, not familiar with all their quirks. If you want to provide db for analysis, follow instructions at bottom of my post.

Be aware that MS has removed pivot objects from Access 2013.
