Export empty form as displayed to excel

Simply stated: Is there a way to export an empty form exactly as displayed in access (including comboboxes, option buttons, etc) to excel so a person could fill it in and submit it for entry into the database by a data entry specialist?

There probably is a way to create many of the objects that are available in an Access forms to an Excel spreadsheet. However, this is not a small task and the feasible approach will likely be to have the Users interact with Access.
