working with access 2008 and access 2013

I have an access 2007 file that I obtained from a user. I placed this access database file on my computer, found the immediate window, and typed in ?version. I was told that the version is 15.0 which is access 2013? Thus was this file converted for me from Access 2007 to Access 2013? If so, how would this conversion have happened?

It hasn't, the version refers to the current instance - you are running a 2007 file in a 2013 environment. If you opened the file in 2007 you would see a different version.

To convert to 2013, (I'm on 2010 so assume it is still there) select File>Save & Publish and then 'Save Database As' and Default Database format.

Be aware that if you have this file to make changes and return to the user, if they are on 2007, ensure you do not use any features new to 2010 or 2013 otherwise it will not run.
