Use Tabs and or Mobile Phones as Modems and make calls through Access Forms

I have designed a dialpad form in Access for one of my applications... now I want to call one my clients using this dialpad form (in my access program on PC) by connecting tabs and or mobiles phones to a PC... Is this possible? please help.

VBA can manipulate Windows phone dialer but no idea if can pass to cell phone.
