I would like to have a field that can have custom links entered into it in rich text. So that when that item is clicked in the field, a related item can be displayed. Can access do this or would I need to register a custom uri scheme?

Don't understand what rich text has to do with hyperlinks.
What is uri?

In computing, a uniform resource identifier (URI) is a string of characters used to identify a name of a resource. Such identification enables interaction with representations of the resource over a network, typically the World Wide Web, using specific protocols.
Such as File:/ Http:/
I would like to use Task:/12345 to Jump to Record 12345.
Rich text can contain hyperlinks, afaik.
So in the Field it could read
"Task pending due to task:/12345"
I understood that to be URL (Uniform Resource Locator). URI is a new variant to me.
A control can have text that looks like a hyperlink (blue and underscore) but really has code in an event (such as Click). I have seen this technique in numerous template dbs. Usually the 'hyperlink' opens a filtered form or report. http://ms-access-tips.blogspot.com/2...n-form-at.html
The text can be anything and is not a true hyperlink structure http://www.allenbrowne.com/casu-09.html. It's the code that drives the 'link' behavior.
So, yes, this is a custom URI scheme.

Will check it out thank you.
