Access filter does not show blanks

So I'm filtering for records that do not contain a certain value in a certain column. This column does have some blanks. I would like for those records to show in my filter.

For example if column A has 1 or 2 or 3 or a blank, and I filter for not like *3* I want to get the 1s, 2s, and blanks. But I'm only getting the 1s and 2s.

Any ideas of what I might be doing wrong?

    Try adding

    Or Is Null

    to the criteria.
