OleDB Provider is not registered

I am trying to write a webservice for an access database (2007). When I run the webservice on my local machine with x86 platform targetting. I get

The 'Microsoft.ACE.OLEDB.12.0' provider is not registered on the local machine.

I use Access 2007 on the same machine daily. Googling this error tells me that I need to download

This doesn't fix the problem.

Fixed, needed to configure my Application Pool to support 32bit applications.
