Changing join variables on different criteria

I'm working with two tables in a database and each record in table 1 has a business name, while only some records in table 2 have business names. I'd like to join three variables from each table IF the business name in table 2 exists. If the business name in table 2 doesn't exist, I'd like to join on two of the same variables and one different one. Any thoughts?
