I already knew it was a problem with my backend (see first post). My user is opening in exclusive mode presumably because he doesn't have write access on the shared drive holding the backend (according to my reference book). Except HE DOES HAVE WRITE ACCESS ON THE SHARED DRIVE!!!
Only one user has this problem so I don't think the back end is corrupted. When he is using the database, no one else can reach back end (either by opening the back end file or viewing records via the front end).
Very odd!
Maybe get IT to delete that user profile and recreate?

Right click on the database itself (back end), click PROPERTIES go to the SECURITY tab.
Look for your problem user in the list of users.
Compare him to the other users if everything is the same click on the ADVANCED tab
click on EFFECTIVE PERMISSIONS tab check those against the other users as well
