I have Access program that was used in Windows 98 and Windows XP!
Now I want to use it under Windows 7. Is this possible?

I am running Access db under Access 2010 in Windows 7 that was originally developed in Access 2003 under Windows XP then converted to Access 2007. No issues encountered. That doesn't mean you won't have issues.

Like June mentioned, there can be issues when converting or simply using files across platforms. You should go through a debugging ritual specific to the operating system and version of Access.
I recommend using front end files that are dedicated to the OS version and the version of Access to be used. Opening a file with Access 2013, closing the file, copying the file, moving the file to a different computer, and then opening there using Access 2003 may cause undesirable results.
The Just In Time compiler of Access 2003 may not understand changes made by the Just In Time compiler of Access 2013.
And where can i find such a Debugging ritual?
I use hardware similar to the User's hardware. So I have my development machines with XP and full Access 2003 and W7 with full Access 2010. Then I test with machines that have XP and runtime 2003, W7 with RT 2013 and RT2010, W8.1 with RT 2013. I am not developing anything using 2007, I skipped that version (with regard to development).
During Debug Time I will debug as I develop, then stop to test a section or module within an app using a machine that only has runtime installed. Another approach is to change the file extension from accde or mde to accdr or mdr, respectively. I will change the extension while in my development machines to test aesthetics but I will depend on a machine that only has runtime installed to test mechanics.
