I don't know much about Access 2003, used for a very short period.
If you disable the shift key, you have password so you can get into design edit?
Some features (f11) can be disabled in the database options (at least can in later versions).
Then you probably want to create custom menus to replace the standard ones.
Search forum and/or web, common topic.

About "Shif" to disable it I do a secret code to activate it again. I would love to do this, if anyone knows I thank you ... I want to disable everything and leave only the menus / access my program even
well making an .mde goes a long way in locking down the FE
move up to a current version and you can make the .accde FE and then encrypt the BE with a password which makes it very tight.....

Try the following in access 2007:
Open blank database, Create blank form, Right click Form1 to get Design view, Right Click Left upper corner of form1 in design view to get properties, Click on “All” and select pop up to “Yes”, Select border style to “None”, Select record selectors to “No”, Select navigation buttons to “No”, Select shortcut menu to “No”, Click Event and select “On load …”, Select macro builder and “ok”, Click first row in action Column – scroll down and select Maximum, Select close then save, Place button design control on form1 and follow command button wizard, Select Form Operations – Close Form-Next, Select text “Close” – Next – Finish. Right click Form1 and select form view. Press the close button and save the form by the name you want.
You should be able to customize your command buttons after this. The close button will enable you to access the back end of your database and you can attach a password to this button
Hope can try the same in access 2003? Not sure.
