Report Group - Show empty Group

I have a Query filtered by Quarter and a Report from that Query Grouped by month
So far so good: the report for first Quarter Shows January, February, March with Group Header and Footer
Now: If there was no data in February, It will show only January & March
Is there a way to Show Header / Footer for February with blank Detail?

Perhaps apply the criteria at the Report level. Removing the "Filter" from the query and managing the data in the reports class module would, most likely, be how I would approach it.

You can mange criteria and formatting with VBA. Try running the report without the criteria in the query and see what it looks like.

Probably add a dummy record in fab month so that it will show in quater
