Have you used the Design Ribbon to first place a Chart Object on your form?

The chart button on the design ribbon is the one that is greyed out. I can't select it or drag it to the form. Other controls (listbox, combobox, etc) are all available but the 'insert chart" control is not.

    Is there one for charting?

    I have something called:
Microsoft Office 12.0 Access database engine object Library
...that is checked in my References.
Have you applied all of the Office 2007 Service packs and HotFixes? Have you tried refreshying your references? (Uncheck an item and OK out and then go back in and check it again)
