Tabbed Forms DB - Sometimes Forms Open "in the Back"

I have a DB using tabbed forms. I open the same form from two different menu forms. One form opens it "in front" of the other tabbed forms, the other opens it "in back" of the tabbed forms. The form tab shows, but you have to click on it to see the form. The "docmd.OpenForm..." statements are identical. What could cause this?

It has to do with the PopUp property on the Other tab of the property sheet for the form. PopUp forms go on top.

That worked... thanks. I left pop-up to Yes, but changed Modal to No and that solved the problem.
