Tools>Startup... MISSING

I was working in make custom menus/toolbars and now I do not have the Tools>Startup menu selection.
How do I get it back?
Please help.

When you go to RightClick>Customize there is a Reset button.

Thanks RuralGuy but I don't get anything with right click. Don't find any 'Reset Button'
The error message I get when I open the database is: "The custom toolbar 'YBC' is the wrong type (menu, shortcut menu, or toolbar) for the property it is being used in."
BTW I am using Access 2003.

hold down the shift key while opening the db

then go to 'tools' and remake your custom tool bar
