Sure, that's what it's for. They just can't make design changes.
The user is able to read and write from and to the database in tables or queries or forms, they are not able to see the design of forms or reports.
If you are developing a database for Runtime users make it an mde/accde file (as opposed to mdb/ accdb) otherwise issues may arise such as the database randomly shutting down on folk. Also make sure that you compile the database prior to converting it as any errors in the code will cause Runtime to get all weird on you.
