Question Fiscal year quarter / Replace number question

I need a fiscal year to start 4/1

I'm assuming that when you use DatePart("q"...etc that the first quarter starts 1/1
so I did DatePart("q",[DateAssigned])-1 to move it back a quarter, but I get 0 when I want to get 4

How do I get the 0 to show up as 4?

    Try:
    DatePart("q",DateAdd("m",-3,[DateAssigned]))
