Query Three Fields One can be Empty

I am trying to compare three fields two tables. All three fields are text. Field 1 and Field 2 always have a value. Field 3 sometimes has a value and sometimes is blank. I use a Join to make the compare. This only works successfully when Fields 1 & 2 match and Field 3 has a value. I need for the compare to work when Fields 1 and 2 match and Field 3 is empty on both. How can I make this work?

Maybe you could use the NZ function to assign the "empty" fields a value, which would then allow you to join them.
