    Importing a text file

Using the wizard for the import, Access detects the text file is tab delimited, with double quotes as the field separator. My problem is within some of the data fields, double quotes are used in the text. The import produces an error file. The text file has 40000 records. Any possible solutions?

In a tab-delimited text file, there is no need for Text Qualifiers (unless you may also have literal "tabs" within your data fields that you wish to maintain). So remove the double-quotes from the Text Delimiter option, and import.
If they did indeed use Text Qualifers around some fields, you may have a little clean-up to do to remove them all after the fact.

Hint: The characters used as a Text Delimiter should NEVER be a character which may be found in the literal data. How is Access supposed to tell the difference regarding which ones are data and which ones are delimiters? Wherever this data is coming from, you may want to see if they can change that. It will make things much easier for you to work with (no clean-up necessary).
