can access 2010 pop up text when hovering over specific text in the report

Is it possible to have a tip box pop up that depends on the text inside of a field on a report?
I have a field, "Objective" that contains text. I would like to be able to have definitions of words pop up when the user hovers over specific words in the text. So, if one entry is "to improve school readiness" I would like the definition of school readiness to pop up when a user hovers over it. Can I do that? Each objective is something different, so it seems that using the controltip tool will only allow me to pop up a tip based on the whole field versus the text inside the field.
