I don't know where the project options are in Access 2000 to disable the menus and toolbars, possibly the same as Access 2003 which I think is Tools>Options>CurrentProject>set options as desired

MenuBar can be hidden (Tools>customize>properties>select toolbar - MenuBar>check allow show/hiding>uncheck MenuBar>click reset) but always displays when the db is opened. Under Tools>Startup, MenuBar is set to "(default)" in a combobox with this being the only option.
Sorry, I don't know Access 2000 (I started with 2003). Possibly the built-in settings are not enough and will have to build custom toolbar. The link I referenced would be a start for that approach.

Thanks for the post and I have been going through it but I do see an option by which I can create a menu that will turn off the MenuBar. The StartUp is not editable. I can make do with turning off the MeunBar when the db is first opened.
