Unhappy use of runtime to fix version incompatibility?

i created a database in version 2007 with SP2 and sent it (via zipfile) out to users who are on both 2010 (not sure if they have the 32-bit or 64-bit version or if that even matters?) and 2007. For some using 2007, the database would not load any of the macro or expression functions such as generating or printing reports and for those using 2010, the database showed a compile error with a note to include PtrSafe in Declare statements. And for others, the database opened up with no problems.

Clearly this is a compatibility issue, and I am wondering if having the users open with runtime might solve some of these issues? I am not a programmer and so I have no idea what is happening here and this is the only possible solution I can find online. I don't understand why someone who is also using 2007 does not have a fully functional database, if I created it in 2007. Do Service packs affect access functionality? I have been going around and around with this, so any help is very much appreciated!!!!

Clearly it is also an issue of development and experience. How would anyone decide to develop a database application, not knowing what hardware and user knowledge base existed? Were there any requirements, design meetings, user interaction, testing, prototyping......?
    This is almost unbelievable ??????

There are pieces to these puzzles that are best left to proven approaches and qualified personnel.
