I built several databases that took anywhere from a couple of weeks to 4 years for development. These were all built in-house by staff (me). I think most professional programmers charge by the hour. We had a consultant help me out with the 4-year effort for several months and that's how they billed their time (at $75 to $100 per hour). The 4-year effort probably cost $150,000 in staff time and consultant fees. For 3 of those 4 years I did almost nothing else but programming this database. If we had it built entirely by contractor, cost would have been much higher. How much are you willing to pay?

Have you explored possibility of adapting existing application for your needs? Might pay to have staff take classes in database design.
